Insuring an non dog friendly dog

My friend has a lovely rescue Patterdale mix (mostly patterdale).
He is soft as grease with people and children but he does show a lot of aggression towards other dogs. My friends are working on his issues but they are struggling to find insurance that will accept him.
He is walked with a muzzle at all times and isn't allowed off lead.
Any recommendations on Companies? I've suggested public liability as a basic requirement and then to go from there.

My parents dog is a rescue and was insured by the rescue place so I’ve no idea If they disclosed his issues but I know he’s excluded from any injury arising from fighting (which is hilarious if you saw him now as he’s totally non-aggressive and just potters along ignoring everything!) I believe he’s with Petplan.
 
I have insured all my dogs with Petplan but one of them is not insured for public liability as I had to say she had bitten before I had her. I became a member of the Dog Trust so she would be covered under the public liability insurance which is included in the membership.
