anyone know (generally) how much it costs to import a horse from Northern Ireland to England/Wales?

If you mean transport costs, I think I paid about £400 the last time I brought a horse the other way (UK to Ireland).

Not sure when the Brexit loophole closes.

Friend just brought a horse over for £525 through a transporter who I believe was coming via NI.
We had one last November (pre Brexit) from the same transporter for £350
