irresponsible dog owner-what can you do?

I will not allow this to turn into a rant...

Theres a guy who walks his dogs on the estate, past our house ect and to be honest is rather a P.I.T.A at the moment. He has from what i can gather 3 dogs, a lurcher, a lab x by the looks of it and a springer.

I say from what i can gather because you never see the guy with all three, he only ever has a lead on the lurcher and the other two are left to roam, chasing anything in their paths (sheep/ducks/pheasants and horses). weve been kind of nice to him, he loses them constantly and im almost certain he is the one behind the spate of sheep killings (that lurcher certainly pulls for them when he is leashed).

Anyway he's had stern talking to's, hes been warned his dogs could end up the wrong end of a 12 bore and now he is just plain nasty. I was driving down the road today when lo and behold springer dog jumps out of the hedge near enough lands on my bonnet and i emergency brake, nearly get hit from behind by another car (who obviously would have rathered i flatten the dog) and then have to get out and run after this flipping mutt so it doesnt get run down by anyone, manage to grab hold of it, make my way back to the car when a face pokes over the hedge, yell at the dog and then asks me what the ******* im doing (erm saving your dogs life-stupidly) the labrador then bundles out of the hedge too and i let go of the spaniel and the guy is gone!!!

i got home and i was shaking for a hour, if i hadnt been concentrating or hadnt known the road that well that dog would have been squished! why are people like this?
reporting him to the police is a nogo, i dont know who he is, even for being rude to me, he is like it with the shepherds, (his lab attacked one of their collies but again the guy disappeared before he could be spoken to) the landowners the farmers etc etc and i know what will end up happening and its not the dogs fault.

sorry this was probably a rant but maybe theres a chance this idiot comes on this forum and realises what he is like.
 
God forgive me but he will probably only learn his lesson when he's a dog down through a car accident or an angry farmer with an over/under!

Have you tried the local dog warden?
