Is a barefoot horse more or less likely to get concussion laminitis than a shod horse

As in title? My W cob is overweight (though doing everything in my powers to make him not overweight!!) and am working him pretty hard to try and get the weight off him. He hates the farrier so is barefoot, which is fine as he has quite nice feet and manages well, but with the hard ground I’m a bit paranoid about concussion when he’s working (we ride on grass as have no school). I know the frog is meant to aid in absorbing concussion so I was wondering if it makes him less likely to get it, but am not sure!! Any ideas??
