Is a Happy Mouth wilkie bit dressage legal?

Can anyone advise if a wilkie happy mouth bit is dressage legal? We have been asked by a competitor at our forthcoming RC dressage if they can ride in this bit. It is not one I am familiar with and an online image of it does not appear to match any of the bits shown in the BRC rulebook, but I would like this confirmed one way or another.
