In what sense? Is your horse ignoring your leg.? My horse was a but slug like when I first got her, I now wear spurs and have never looked back. Dont have to hardly touch her atall now. She leaves others standing when we hack out.
You can school a horse to be obedient to your aids, not responding to your leg aids is just as disobedient as tanking off with you, however some horses will always be more naturaly forward thinking. My friend had a super cob who would go like a dead donkey if you flapped your les and nagged, however if you started the ride as you meant to go on, ie nudge, if no response nudge and whip she would get the idea within a couple of minutes and be fab - it was like she was testing you out.
i have my mare, and i ride another, the other will try and get away with going slower, moving from a canter to trot and ignore me, and from trot to walk, i can ride with a crop squeeze and kick and cluck/kiss/squeal and get completely ignored!

I make it very simple for the horse - I say trot. If horse says 'no' or once in trot tries to slow down without being asked, horse gets pony club kicked/a smack/shouted at or whatever to make horse go forward, usually at a fast canter! Then back to trot, if the horse backs off, we do it again! Only takes a few goes to wake Dan up I find and then he'll stay fairly forward Some days are worse than others though!
