Is putting a 'base' under a mobile field shelter .........

I am thinking about putting a base of Sand Stone under my mobile field shelter, to avoid it getting too muddy.

Would this be contravening any planning laws, as it will not really be 'permanent' as such?

A friend has rubber mats down in hers - seems to work well. She wanted to put down a more permanent base but was advised by her planning consultant that it would be frowned on if an inspection took place,

Depends on how sharp your local planning department are in their checks (and how nosey and 'orrible your neighbours are

). The stone may be considered a change of surface, whereas something like rubber mats are easily removed.

yes it would as the council would see this as a more of a permanent base therefore making the stables permanent as you wouldnt really be wanting to move them once its down. i used to have my rubber mats down in mine and it worked really well.
i put plans in on my current field but in the meantime put a hardcore base down for drainage and then put my mobiles on them, the council were round straight away demanding to know what id done and why and that i needed planning permission for them! luckily we produced confirmation that the plans had been submitted, they accepted we were waiting a decision and left

We've put mats outside the stables as this yard has mats already installed, so ours were surplus to requirements. They've made a great apron area for standing horses on, bathing, and just generally not being up to neck in mud

Also put a track of rubber to the muck heap

The really heavy mats (40-odd kg) seem to hold well. You could try the field grid mat things underneath the rubber mats?

I put paving stones in mine, they are not classed as permanent as you can take them up if needed.

I have problems, mainly outside the shelter

. Holey Field Guard ones were ok for 2 winters, but last winter wrecked everything and I don't what that quagmire again
