Is this a really stupid question? Length of rein

I keep reading adverts ATM for show cobs which say have 'a good length of rein' or 'has a humungous length of rein' etc.. does this just mean they've got a long neck?????

I think a good length of rein refers to a shoulder that gives a lot in front of you, if that makes sense.
