I realise this may be difficult to tell due to poor quality photo. I know this horse has straight hocks, but on a conformation severity scale (i.e. 0=perfect, 10=crippled, needs to be euthanised) how bad are they?

(He had OCD in one hock which has led to early-onset arthritis, and is 5).

On a related note - not sure what to do with him. £60pw livery is a lot for a horse which can't be ridden.

From what one can see from the photo they're straight but no worse than my superstar Welsh who was sound as a pound at 15 to the amazement of the Olympic team vet who vetted him for his new owners.

I guess he has / you have just been unlucky. You seem to have several choices if he can't be ridden from finding cheap grass / retirement livery through trying to find a companion home or getting him into a blood bank right up to pts if he has no job and you don't want to pay and can't find another place for him.
