Is this feed mouldy?

Just double checking I'm not being silly, but this feed is mouldy right?

I picked this up from my usual feed store at the weekend and opened it up to find what I think is mould - not happy!

It's Bailey's Balancer which I've never bought before, but it's not supposed to look like this right??
