Is this lice?

I think I'm going mad but I reported some horse by me to WHW having lice, the inspectors been out and couldn't see any.
When I've looked at the horses they are covered in little things that have a yellow body with black stripes and a red head, I thought these were lice and they are easy to see. So am I wrong, if so what are they?

Look at horse louse in images to be certain, though it does sound like them.

That's what I've done, and it doesn't look like lice. But what ever they are they are all in the mane and some on the body and making the poor horses itch like mad. Also when I was little I got a cob with these on and everyone said they were lice so I treated him for them and they went.
Anyone got an idea what they are?

The description you've given is biting lice. Perhaps the pictures you've found are of sucking lice?

If I can find them so easy on these horses, why couldn't the inspector from WHW or her student who was with her? She said they had a really good look!

Maybe the owner has managed to eradicate them?

Hopefully, But they've had them a very long time. I havn't had a chance to check them again since WHW went out the other day. They seem to be a lot easier to see when they are wet as well.
