Is this normal - saddler charges?

I normally take my pony to our saddlers to avoid the call out fee - and just then pay for the work done. At the weekend saddler said no alterations were needed on the saddle check (we bought the saddle new from them about 1 1/2 years ago and have regular checks) and then charged me a consult fee. No problem with that, as I have used their time and expertise - but then thought that I may as well call them out in future to save the hassle of going there - asked at the shop what cost would be if they came out to see me - and was told £40 call out (we are a mile down the road) and £20 consult fee. Is this normal as I haven't come across it before? I have to say they are excellent saddlers and are obviously very much in demand, but just never heard of a consult fee for a saddler before (although I know it is akin to vet way of charging)
