Is this true? more lorry regulations?

So I am aware of the problems with people who want to differentiate between driving a lorry for work and for pleasure but VOSA is combining the hours - but can I confirm this is purely for HGV? not 7.5 and under?
Understand about the new clearance rules (well on re-reading the threads on here I got totally confused but know enough that I would check!)
BUT last night when out, a friend had been told there were more requirements coming out such as air conditioning in the lorry area? scaremongering or true?

yes there are rules for over 7.5 tons as you have to use the tachograph even for personal use, not sure about ventilation rules maybe there is something that profesional hauliers have to comply with regards maximum temps in livestock lorrys...
 
so - tachograph for over 7.5 but not under? I really did search the net and VOSA and there is nothing that is clear...
 
Just had my lorry plated/tested. Last year it was exempt from Tachograph regulations, but in January this year it stopped being exempt (think it was a Euro thing!). Previously, if it was a private horsebox over 7.5 - no Tacho. Now, even if it's private, if it's a horsebox over 7.5t, it needs a working, calibrated, Tacho. Something else for my poor old brain to process! (and the bank balance!)
