Itchy heels

For the last few days I've caught my mare scratching her heels with her teeth. Its been different feet each time but she's doing it frequently. There are no scabs, sores, or fly bites, and she is a TB so no feathers. What could it be?
 
I would wash all legs below the knee with Dermoline shampoo or a teatree oil shampoo, making sure they are thoroughly rinsed. This should help the itching. If not, and she is getting herself all raw and upset, def call the vet.

It seems that this is a particularly itchy summer this year.
 
it may be mites which can easily be got rid of by using frontline.
its not licenced for horses but i bought a pump-spray for about £14 for my dog and used it on my cob and she has never done it since.
 
My horse has had itchy heels on her hind legs. She has also developed scabs. I have washed her legs with various shampoos to stop irritation from insects but it still isnt clearing up. Her hind legs have now got swollen lumps. Someone said this could be mites, does anyone know what I can do?
