Itchy horse in November!

Please does anyone have any ideas on this. My mare is a 10 year old Haflinger. She is itchy in the summer but never this late in the year. It feels like bites or welts but only on her neck and chest. She is very hairy and doesn't ever wear a rug. She comes in at night. Surely there can't be any wee beasties still living in this freezing cold, but what else could it be?
 
Hate to say but we have an itchy mare as well at the mo and when we parted her hair there was lots of lice on her :( One hunter clip and several doses of lice powder later - one clear neddy again :)
 
I can assure you those wee beasties can still be living in these cold temperatures, November time one of the most common times.

Perhaps get her treated her for lice, just to be on the safe side, one thing you can then knock of your list.
 
Sounds like it coukld be a sweat rash! Give your pony a bib clip (or wherever she has the itchy bumpy bits!) and I'm sure she will improve. Also delouse in case.
