Itchy legs

I have a pony with itchy legs.
I have treated for mites but he’s still itching.... before I get vets involved I have spoken to his previous owner who suggested antihitamines and pig oil.
What antihistamine can I give and how much he’s a 14hh cob

Caution..don’t pig oil in the summer it will burn the skin whilst out in sunshine just as if we put oil on us to sunbathe.
