Itchy slightly scabby pony !

I have had my field kept welsh cross for 3 months and he has been very settled, with the recent hot weather/flies he has been getting more itchy rubbing his mane and tail a bit, he was getting a little bothered by the flies but since getting his fly mask and changing his fly spray to the black deet one he grazes happily all day - he has lots of natural shelter and a field shelter which he uses in the early mornings, however I was giving him a nice scratch yesterday and notice he was quite scabby ( lots of little scabs ) over the the midline of the back half of his bottom and just behind his withers, he had a bit of rainscald when I got him and he was late shedding his winter coat. I dont particularly want to fly rug him as he seems pretty comfortable and I would rather not rug him all year round - he will need a rug in the autumn/winter. if it was sweet itch would he be more frantcially itchy ? do you think a good dilute hibiscrub bath would help ? any ideas greatfully received !
 
It does sound like mild sweet itch one of mine gets it worse some years than others, I wash her in a medicated shampoo when she get itchy and use nettex summer cream, if she is really bad she has a sweet itch rug but as its so warm she just gets so hot and that also makes her itchy, so its just a case of managing it really.
