Itchy yearling - winter stabled

My yearling sec D filly has been very itchy all winter. She is stabled & rugged. She bites her sides, scratches her head with back feet like a dog. Fed Alfa A & Baileys stud balancer & Haylege. Beded on straw. I've tried everything. Washed with dermoline, washed with teatree, washed with antifungal shampoo, tried louse powder, Coopers spot-on & dectomax injections for mites & worms, she's been wormed. Her sides are wet from her biting herself. Its now March & she's still itching, Any help, suggestions appreciated.
 
If it is mites in the straw then no matter how much you treat it she will still have a reaction.....change to shavings, dont over rug and when the days are warm cold hose her body to help with the inflamation. If its as bad as you say i would also have vet out for an anti-inflamatory and maybe small steriod, if vet things its needed, jab.
My mare was fine on straw untill we got a bale than had something in it and then she kept biting her himd fetlocks so much they bled so had to do what ive just said and cleared it up.

Just to add when i said dont over rug i didnt mean it as rude, what i mean is of she is itchy keeping her toasty wont help, you want the body temp to be luke.warm as toasty would increase the itchyness of her skin.

A baby welsh D shouldn't need a rug at any time during the year, especially when being brought into a stable at night. I expect she is getting hot and bothered.

Change her bedding, de-louse with something suitable and bin the rug.

Agree with all the advice already given. Another thought is how long is she stabled for? Any chance its become a habit through boredom? If so more turnout might be the answer.
