Possibly. If it has good breeding and eventing prospects then 4k is ok, but it worries me that it hasn't jumped and is VERY green. I'd probably pay no more than 3k.
With the prices of horses at the moment this is very high. It is what you would have paid a couple of years ago - but not now.
It would have to have exceptional potential or possibly a proven record in youngstock classes to justify the price. As a "standard" just backed it is probably about double what I would have expected to pay at the moment. Thats not to say prices won't rise again though.
