Just seen a horse advertised - what would you do?

Just glanced at a horse breeder's website and they have a youngster advertised that looks absolutely pitiful. All the others that are for sale look fine, but this particular one really does look like a welfare case. I don't know these breeders and don't know the story behind this youngster, but what would you do, if anything?
 
No one will do anything so long as the horse has food and water and doesn't need the vet. Lots of youngsters are kept out to mature, they look like a dogs dinner when they come in. Nothing is suffering, just kept rough. You find this even with the poshest dealers... I know, I have worked for a few in my time. Tiz all about £££££££££££££
 
I don't think anyone will take any action provided that the horse is fed and watered.

TBH I find that youngsters do go through what I call the skanky yearling stage where they don't always look their best !

I would be more worried if all the horses looked poor
