Kicking times three,, saddling, in paddock and when scrathing girth area

My boy has been kicking at his belly while in paddock, trys to bite me when doing up girth, kicks when I scratch girth area. I've had vet out and done all vet has said, less grass more hay, feet trim, teeth done, buzz off for possible bug bites I'm lost at what is causing his behaviour. He is usually a gentleman with saddle.. with Google found his kicking in paddock could be he needs a privates cleaned, but the would that factor have anything to do with kicking when scratched in girth area, I thjnk not. Any ideas/answers please

I've no experience with sheath problems so nothing to say to that, but kicking out while tacking up sounds potentially ulcery? Particularly if the horse is normally pretty saintly. Could you discuss the possibility of ulcers with your vet? Has anything at all changed that might have caused him stress? That would be my first thought anyway.

P.S. You will probably want to tell the forum more or less where you are based, if you're using bug spray at this time of year I'm guessing it's not UK!

Thank you for replys so far,, we are in New Zealand, it is now summer for us.. the only change Is his two cups of feed in the morn, called "4 all feet", of which helps his feet after new grass, of which is break feeding now and not new grass anymore.
