Kicking youngster problem

Three year old cob filly who had done very little with her previous owners. She was hand reared. Normally when a horse does something we do not approve of we make ourselves bigger, and send them off to do some work, but that does not work with this one, she ignores it and carries on. It is not only us she aims a hoof at, she lays into the other horses, do not want to keep her on her own, but do not want broken legs either. Any ideas?

Normally Hubbys shire x is the dominant one but the youngster laid into her, my daughters horse, and our sec c. The only one she gets on with is the sec a. I sadly do not know someone with a very dominant horse.
