Kissing Spines, info?

Hi,

Have heard Kissing spines/kissing spines surgery mentioned in a few posts on here usually when people are asking about unexplained bad behaviour etc

Excuse my ignorance but what is it? how does it occur, what are the symptoms and treatment etc?

No mean comments please merely asking to expand knowledge
