Lameness help

Hello, I'm hoping someone might be able to give me a little bit of advise.

My 16 yr old gelding has been turned out for the past 3 weeks in a bare field with a few sheep. He is a very good doer and I struggle to keep the weight of him (he is not currently in work, and only fed small amounts of wrapped hay - he has copd so we make our own hay and wrap it). When I checked on him yesterday he was mildly lame in both front hoofs, we brought him into his stable, which has the thick equimats and a bed of hemcore. Later that evening the lameness had got worse and he was clearly uncomfortable. I had the vet out, he said he didn't think it was laminitis as he didn't flinch when he pressed the hoof with pinchers and he couldn't find a pulse. He gave him a long lasting pain relief injection and I was told to call him back in 48 hrs if he is no better. This morning he looked ok, no worse, then this evening he's crippled. He's lying down and I have difficulty getting him back up. I've got some bute to give him. When he is standing he is tiptoeing from one foot to the other alot iykwim? He also looks very stiff in his hind legs. I will be contacting the vet again in the morning. Any advise you can give would be more helpful.
 
My first thought would have been laminitis too. I hope that the Vet is able to help him. Sorry that I don't have any other ideas.
