I have sent an email via the MI6 website asking them to reconsider using this event as part of the film. I think it is totally unnecessary for them to do so and endorsing it can only be bad for the horseworld when we are trying to move away from these barbaric events that continue under the banner of 'tradition'.
The MI6 website in the article is .co.uk, i.e. a company.
The real MI6 is .gov.uk, i.e. a UK government website.
If a Bond Film using the Palio as a backdrop in a scene is the most important thing that these welfare groups have to worry about, either:
a) Italian animals are so well cared for that there is nothing else to worry about.
or:
b) these welfare groups are idiots/publicity hungry.
I think the answer is b). The should try worrying about real animal welfare issues rather than getting their group mentioned on TV!
or c) these welfare groups are very sensibly taking advantage of a high profile use of an event they believe is cruel which they have been campaigning against for years to raise public awareness and help to raise support for their cause
The problem with latching on to a barely related aspect (the Bond film) is that they just confuse/annoy people and marginalise potential supporters. If an animal charity that I supported in this country did the same, I would consider switching to other charities who spent my donations more sensibly.

I wonder how many have died in the grand national in the last 20 years?

I think it's difficult to make a comparison between the Grand National and the Palio though - because we actually make some effort at animal welfare - the Italions don't seem to.........
