Latest Welsh Assembly consultation on dog breeding legislation

Some of the proposals make sense but others are not workable.
Why does a 6 month old female count towards the number licensed when "no bitch may be mated before 12 months of age" when this is intended to cover hobby breeders and all breeds.
The numbers and litters will affect a lot more people than the current legislation ( 5 bitches of breeding age to need a license) which IMO was a retrograde step from the previous legislation ( licence needed if three or more bitches "kept for the purpose of producing puppies for sale").
Number of litters produced per year is a good way to count up.

The proposed staffing numbers:-
"12. That a maximum number of dogs to be kept at any one time is stated
on the licence and must not exceed 20 dogs per full time attendant or
10 dogs per part time attendant. (A part time attendant could besomebody who has other work commitments or who is only able to attend part time )"
Sounds a good way to put the large scale places out of business especially if whelps are included but it won't get passed. It also makes no distinction between amount of time different breeds take to look after. A standard poodle takes more time than a beagle.

Lots more unworkable or unenforceable stuff eg.
" 13. Operators of licensed premises shall render assistance to the licensing
officer in the taking of samples from any of the animals on the premises
for the purposes of identity tracing."
When there is no other requirement for DNA identification.

(& I wonder who decided "Microchips must be registered to the breeder before the puppy moves off the premises" Petlog?


The basic premiss is good but it will hit the hobby breeder more than the puppy farmers in it's present form.
