Layering rugs and stopping them sliding back

I bought the pony a fleece cooler rug that he's been using a stable rug recently. As it dropped a bit cooler this week I wanted him to layer up a bit so tried his fleece under his LW no fill turnout rug. Problem is the fleece slide back and was quite tight over his shoulders (doesn't seem to do this when it's on its own). Any tips to stop an under rug sliding back - am considering an elastic surcingle maybe??
 
An elastic surcingle will not stop it sliding back.
I would say that the fleece is to big around the neck. You can shorten the neck size by tacking a pleat into either side or moving the front buckle.
 
Agree with FH49 just put a couple of pleats or tucks in the sides of the neck and it won't then slide back over his withers.
 
I find the fleece rugs always do this. I now use the proper liners which are nylon and don't slip back. Very easy to wash too and don't get bits stuck to them.
The PE ones and the Rambo Duo liners are good and you can choose the thickness and no surcingles.
 
I put a fleece over the lightweight (70Gm) PE rug when I bring in at night and then only have to remove than when she goes out in the morning. Keeps outdoor rug cleaner and easy to wash a fleece (have 2 so I can swap)
 
Fleeces are awful for doing this. Putting the fro.t strap through the outer rig front straps can help but personally I avoid fleeces being left on for more than a few hours.
 
I think you need a fleece which is reinforced at the shoulders and neck to avoid stretching, weatherbeeta do them which have a nylon panel at the front which you can see and would probably reduce friction as well... Or you could get handy with a needle and thread and an old bit of sheet or something.
