Legal people or those good with words; writing a letter to my MP

I live in Cumbria and at this time of year a lot of 'travellers' pass through my area. They bring with them lots of horses, obviously.

I don't believe that Trading Standards has EVER confronted any of these people as to whether they have a passport for any of these horses.

My local MP, even though I can't stand him, prides himself on 'doing stuff', so I'm planning on writing to him to see if he can do anything about checking passports. It annoys me that I have to pay to have my girls passported, and I don't even take them to shows, yet these people can move and sell without them.

But I'm not 100% sure what the law states and am also not great at writing letters. I was wondering if someone could draft a letter or give me some tips?
