Legs Caught in Rugs??

Does anyone else's horse get their back legs caught in the belly straps of their turnout rugs? My pony Baldy has done this 5 or 6 times, even though the strap is very tight under his belly! He hasnt done himself any serious injury yet just hops around the field on 3 legs waiting for me to come down and free him!! He also seems to get pins and needles when he is freed if he has been like that for a long time (I can only assume how long he has been like this!)
 
Yes Blue did this a bout 2 months ago (well i presume this is what he did) only his leg was through the leg strap when i found him and the whole of one side of his rug about 8 inches from the bottom was hanging round his belly with a gaping hole in it! Wondered why he was walking funny when i went over too him stooopid horse!
 
Chex has done it once, and ripped his rug in half as a result

. The others seem to do it occasionally - I found R with both back legs throught the fillet string and her rug round her belly the other day, and K had both legs through one leg strap yesterday

- I really don't know how they manage it!
 
Would it help to not use belly straps and use a surcingale beind his elbows instead (where a girth goes), hopefully he wouldn't be able to reach this, if you used back leg straps as well this should keep the rug fairly secure?
