My pony suffers terribly with lice - they seem to love him. I've found Coopers Fly Repellant the best for him. I have to clip him though as he's so hairy and make sure you do it twice as you need to catch the new ones when the eggs hatch. The other stuff that worked amazingly was Deosect except it seemed to bring him out in bumps so I won't use it again on him. Do a patch test first.
ETS - I use Frontline spray on my cob's legs for mites but it doesn't kill lice. Unfortunatley there's no "spot on" type treatment.
My vet recommended Ectospec, its a cattle pour on, 10cc down their neck and back. Its supposed to do flies as well in cattle so it will be interesting to see how it works. One dose is supposed to be enough for lice but it needs repeating in 6 weeks for flies. I dont think its licensed for horses so I guess you are taking a chance with it but the vet says its fine!
If your horse already has lice I recommend Dermoline Insecticidal Shampoo. It kills them on contact. You need to do a few washes as different batches of eggs hatch...
I also use a cattle product called spot on, been using it for years and kills everything dead, also great in the summer for flies, only needs to be applied every 6-8 weeks and no fly problem

Having recently dealt with lice on two ponies (had it before they came into my care) I used dermoline and they were completely clear after 3 washes. Was really good stuff
Iv had to treat my coloured filly and my fell over the last few days i bathed them in dermoline first then sprayed them with deosect hope they work never had to treat anything for lice before
