Lice?

My colt and Buddie have got odd little bald patches dotted over their bodies, not many though. They don't itch but someone said it could be lice as Bertie's got a couple of scabby bits on his neck, but all the bald patches are under their rugs. Ive scanned through them and can't see anything crawling, has anyone elses horses got weird bald bits? Is it just a funny time of year?
Ive bought louse powder but haven't done it yet as the weather was crap all weekend and need some help to do it as Ive only got 1 hand! So got friend coming this week to help.

Bet it's lice! Right time of year and they tend to be more active (and visible - uurgh) where the horse's body is extra warm, ie under rugs. Vet came to do skin scrapes on another livery's horse at our yard the other day. Leant on ned while chatting to owner. Moved away and where her arm had been there were a zillion little white specks crawling about wondering where the electric blanket had gone. Louse powder better than nothing but to really zap the little bleeders you need Frontline spray. NB - cheap, it ain't!
 
Best way to check is to put your hand (yukky, I know) on their neck for a bit. When you move it away they will be there waving their horrid little legs at you. My ponies are moulting in patches though so you may be ok. We had a serious problem with lice a while back - we got them from some rescued goats and they were a b*gger to get rid of. we had to use cattle pour- on liquid in the end - cheaper than frontline. Don't bother with powders - they don't work very well. Hope yours are just moulting funny and don't have the visitors xx
