7' rugs look like a mini skirt so it's going to have to be 7'3" or even 7'6"!!! Already looked on equestrian clearance but no real joy so if anyone would like to search for me :D that would be brill xxxx
 
have a look at premier equine. mine's (18.3 shirex long backed) is in 7'6 weatherbeeta with the mini skirt issues

i ordered their rain sheet (7'3) and have been really pleased. fits great (the velcro even does up at the front!) quality on par with fal and prices seem good even when not in the sale :)

My boy is just over 17hh, Shire x, he wears 7ft in:

Mark Todd no fill - fits great, wears well and was around £54

Shires Stormbreaker 100g - fits ok, little mini to be honest around £40 last year

Weatherbeta landa medium if weather really bad and if he is in a paddock with no shelter.

Just bought a Horsewear Amigo but not tried yet.

If you don't mind the colour, Equestrian Clearance (I know you say you've looked there already) sometimes have in job lots of "big boy" rugs which they sell very cheaply. I'd keep an eye on there.

Also try Ebay?

Mine takes a 7ft and I like Horseware and Jumpers Horse Line for him (IDx).
 
If you can run to it in cost Ive just got a rambo optima with 2 inter changeable liners (wasable) one is lightweight and one is med, put them all together and a nice HW rug for winter, My ID is 17h and is a big boy and it keeps him nice and dry and warm, at the moment just got the light liner on and not used the neck yet. (removable neck cover)
It was £220 at HOYS.
 
I ordered him a 7'3" premier equine rug, not tried it on him yet but hope now from reading this it's not going to be too huge!!! Very chuffed with customer service and it was in the sale xx
