Little white 'scar' hairs along spine

I've never really noticed this before on my loan horse but when he got a new saddle last week I noticed it. Vet has had a quick check of his back before when he was lame (ended up being bruised sole) and didn't mention anything about it.

What do you think? Just scarring from a bad saddle or something like steroid injection sites? I'm being a worry!

Could just be a rub? Is there a bump there as well? Can't tell if its just the angle of the photo? If so could have been a badly fitting saddle?

Yeah there are slight bumps, vet had a mess about with them last time he came and didn't say anything as there was no reaction when prodded/poked etc. The bumps are behind where the saddle sits.
