Livery not paying rent and not looking after horses

Really uncertain where to go with this so thought some people on here might be able to shine a bit of light?

I keep my horse on a lovely livery yard, since the beginning of this year another person on the livery yard who has 2 horses and (had) one horse on full loan there stopped coming up and stopped paying livery, she owes a fair bit of money in unpaid livery bills and has had the loan horse taken off her, she's hard to get in touch with but apparently girls on the yard, including yard owner, have told her that her horse's are both lame, one has part of her hoof come off, the other has a bald patch of what looks like rain scald and both are starting to look very raggy, unkempt and slowly loosing weight, by all accounts her reply was a very blunt "Well they were fine last time I seen them" and that was the end of it. The very odd thing is I've known her for a year since I moved on and she's always been lovely and her horses have been treat like royalty up till now and nobody knows what on earth is going on.
The winter is fast approaching and nobody seems to know what to do?
Does anybody know where the farmer can go to find out what rights he has as far as re-homing the horses or giving them to an animal shelter?
 
We have had something similar on the yard im on. the horses got put out on 24hr t/o for the summer, and i think i have seen the lady twice in 3 months? even in the hot weather they had no fly rugs, fly spray, no feed. The husband who has know idea of horses has been coming to 'check' them but he has no clue. The YO was gong to kick them off but they chose to leave anyway.


I have heard that a YO Kept one of the horses and sold it on to pay off debt, Think thats a bit harsh but dont think the owner was bothered.

Maybe YO should ask her to leave?

Always sad when people dont pay their horses much attention.
 
DEFRA guidelines indicate that provided that the police have been notified that horses have been abandoned, and the owner has been given a suitable period, e.g. 14 days, to come forward and collect the horses, then they can be transferred into the ownership of a third party and subsequently sold/rehomed.

This is how we deal with abandoned horses and this is what DEFRA has told us when we have new 'owners' wishing to apply for duplicate passports.
 
Are the horses on DIY and are they stabled?
Obviously, YO can't just let them starve, but I would turn out 24/7, feed/hay/water/rug as necessary and bill the owner for full grass livery. Also serve the owner notice to terminate the contract (PLEASE, tell me you have contracts?!).
In the meantime, if no contact or payment, post an abandonment notice and inform authorities that the horses have been dumped on YO's land.
That would be the first step to resolving the matter, by selling the horses to recover livery fees.
 
That's awful and distressing for the other liveries. sounds a bit strange tho if the horses were treated to royalty before. could someone not go round to her house and try and find out what is going on. maybe she has had some kind of breakdown, not that it's an excuse for neglecting her horses but maybe she is in a bit of a state. hope you get it sorted. x
