Local authorities given sole responsibility for stray dogs....

AND....where is the dog warden on a saturday night a 12pm when there is a dog tied up to a fence, and a member of the public tries to untie it...and it snaps at them

So...... I contact the police...and they in turn contact me 30 minutes later to see if my vets can take the dog...as they have no where to put it...Arrgh

NO....WE DON'T DEAL WITH STRAYS!!!!....I answer

and neither does the RSPCA according to their answering service...that intern tells you to contact the POLICE or LOCAL AUTHORITY

It was my thinking that the rspca deal with all animals? So must I assume I am incorrect in my thinking? and should I ever find a stray dog that it would be of no use contacting my local rspca branch/officer?
