When loose jumping my horse, she stops at the fences, even if they are small. She is a good and confident jumper with a rider on, how can I help her improve her confidence??

lead her over trotting poles, then jump over with her over little ones, and gradually put them up as long as she is coping.
Oh and use lots of encouragement and special tweats.

When loose a mare my mum once had would not cross a pole on the ground to her it was a fence line and boundry, led or ridden she was a star but be it a peice of string a pole or a jump loose she would not do it
