Lost passport, what can i do ?

My friend has owned her horse nearly 2 years, he came from Ireland and had a white irish passport, well she moved house and cannot find the passport anywhere. The horse was un-named in the passport and was NOT micro-chipped, so she has no way of tracing it. Her vet said it is illegal to have no passport and if she cannot find the other one, she has no option but to apply for a new English passport and to get the horse micro-chipped, is this right ????

That is correct, if you explain to your vet the situation, and there is no micro chip they should just come and micro chip and issue a new passport. I had a similar issue and went to loads of effort finding history / paperwork / receipts / ned info but they didn't even look!
