Lumps - is it heat related?? Very confused!

Hi - before I get the vet out I thought I would get people's ideas on two lumps that have appeared at the bottom of my horses stomach (where the girth goes). There is no hair loss and they are small gobstopper size (sorry coudnt think of another similar shape

) - the thing is they seem to disappear sometimes and I think this is related to how warm he is. So my question is are these heat lumps and do horses get this kind of thing? I am assuming they are not girth galls as there is no hair loss. But wanted to know what people think.
 
Hi yes he is clipped - photo below - and the lumps are right at the bottom of this stomach where the girth sits. He has been wearing a heavy weight stable rug w neck + an underrug until recently at night. During the day he is now just wearing a Thermatex.
