Lumpy back - sensitive skin

Wondering if anyone has any suggestions about my boy's lumpy back? I am pretty certain it is heat/sweat related. Under the saddle he comes out in little lumps, lots of them, that don't seem to be painful.
I've tried washing his numnah every time I use one, changing the washing powder, changing him to a sheepskin half pad with no numnah, washing his saddle area everytime I ride, but nothing seems to help. Days off help but aren't always practical.
I also got him a magnetic pad to see if encouraging blood flow would help but that just makes him hot in the lumpy area.
I don't know what else to try.
He had it last summer and the vet said it was just fly reactions but he's been in a turnout for a few weeks as there's a cold wind (and rain) in his current field. he's been on hay and haylage with no change to the lumps, his food hasn't changed either. I've tried a nice rubbery massage brush thing as well which he loves but then show me a horse that doesn't like getting his back rubbed! :)

hopefully some of you might have suggestions :)

I am not saying tit is the same as I have not seen yours, we have one at work that has small non-painful lumps that come up under her saddle and the vet said they are her sweat glands coming up in an area that frequently gets hot so leave them alone it wont cause any harm
 
I had them with mine, the vet said every time they pop up just take the heads off them and squeeze the gunk out (with a tissue ;)). once the heads are off wash in hibi scrub, they should go. we also put some Lincoln Antibacterial Green Oil on. There was someone on the old yard I was at that didn't do anything about them and they spread to a gland and became really infected. hope this helps! :)

Shy had EXACTLY this - it was acne, caused by sweat under numnahs :o

After much faffing about, after six weeks I got the right diagnosis and treatment - anti biotics, and hibiscrub daily, gradually reducing as the infection lessened, plus flamazine if needed.

I then washed the numnahs after every use, and avoid rugging too much as sweat is the issue. I have four numnahs to rotate, one a day now - he is just very sensitive.

yep my boy gets them but weirdly only ever on one side. We have a gel from the vets that you use for 5 days then stop for a bit and repeat if necessary, that works well for new ones but we have one whopper that i cannot get rid of - it's not hurting him but may have it cut out if I can't get it to go down.

was advised to wash numnahs regularly (I never use them more than twice anyway) and wash off the saddle area after riding with some diluted hibiscrub.

Also for lumps that are already in place he recommended bathing them or rather almost poulticing them with hibiscrub and I've found that this really does help them to shrink, I've been doing it with cotton wool pads, water as hot as i can bear to touch and some hibiscrub.
 
Several horses at the event yard I work at get lumps that sound like yours.

Due to the majority of the horses being owned by wealthy owners, some of them have been extensively investigated. All sorts of methods have been tried from good old hibi scrub to biopsys/injections.

Best way of dealing with them we have found is to leave them well alone. The horses with particularly bad ones which rub with normal numnahs have a small square of sheep's wool (proper stuff I think they get from the butchers?) that goes under a thin numnah to keep them cushioned.
