Lunging circle

I am wanting to put in a lunging circle - I thought 35ft.

Is it enough to dig out the circle and fill it with bark chippings? The field I have in mind is very free draining. Would I have to put hard core underneath?

It it's only bark, do I need planning permission?

A drain in the centre with a very slight slope to the centre is best. The diameter needs to be at least 40' to allow you to canter the horse as well.

Post peelings make a great surface - they are a little hard to spread but plait well into a dense mat, doesn't get so dusty as sand or wood chip can get.
