Major faudell -Phillips driving bit

I have a bit that has inscribed "designed by major faudell-Phillips , I can find lots of information on him but none on the bit.

Its a straight bar rugby Pelham design but the bar rotates and goes up and down in slots in the sides of the shanks.

Can anyone shed some light on what I have ?

Wish my mother was still alive, she might have been able to shed light on it.
She had several of Faudel-Phillips books as was a 'follower' for driving, have prob got a couple still on my shelves upstairs. I know he was very involved in the army with bitting for mounts & drivers alike,
