Making hay last longer . .

Does anyone have any ideas on how to make hay last longer? My horse is on box rest after colic surgery and has hay about 4 times a day but she cannot have a lot all at once so she eats what she has in a few minutes and then has nothing! I tried having nets inside nets and haylage nets but after about 1 night she realised she could eat the net too and has got through about 4 so I gave up and she now eats off the floor!
Anyone have any ideas, preferably cheap ones?
