Making non-slip tail guard stick!

I just got an Equi Safety non-slip neoprene reflective tail guard - and it slipped off twice before I'd even mounted :) Looking for ideas to help make it less of a lie!

1) Could I put a tail bandage underneath it? I reckon fabric is more grippy than shiny hair - can anyone see any issues with this?

2) Might try sewing in some of that rubber netting-like material you can get at Wilkos to stop chopping boards etc slipping... we also use it to stop tank bags scratching motorcycles :) But will it rub?

Any other suggestions?!
