I know someone who did just that! He got a five year ban but his 'cousin' owned the horse we caught him with! That was also neglected and something done about it. The man just wouldn't learn. He did love horses but had no idea how to care for one properly and advice/help just didn't sink in.
yes they will all try to get their friends and family to "own" their animals,but eventually like with everything else where the net is closing in, people will not be a part of it and for the sake of saving their own skin they will refuse to "help out"
Sadly more animals will suffer but watch this space this is the beginning of the end
Not enough of a penalty in my opinion but unless there are big changes to the laws and sentencing in this country then how will it ever improve.
My only suggestion would be that the community service should be served at a rescue centre or charity for horses and this guy should be made to feed, muck out etc and do all the things necessary in keeping a horse healthy and happy. Perhaps if he was 'shown' the correct way of keeping a horse and could see an otherwise unhealthy one turned around it may just give him the kick up the backside that he most certainly needs!
I do feel sorry for the animals that died and suffered at the hands of this man and if I had the powers I would have handed him a more serious penalty for his crime.
However one has to make do with what is available at the time which is why a suggestion of making the community service applicable to horses would be apt.
