Managing scar tissue

Hi all, Short version of very long story. Mare has thickened stiff hard tissue including under the hair round a significant scar on her stifle area. Central point of scar never quite heals.
Vet thinks medically we've done all we can, but said that some body workers have a laser therapy thing that might be worth trying. Horse doesn't quite move right, not lame but not full flexion (presents as not tracking up/using herself fully).
Has anyone had any success with this sort of treatment? Was it pricey? She has other issues and no more insurance, so pricey interventions are out of the question. I just want to get a horse I could do low level RC stuff on if it's possible!
 
I think the red light things can help with scar tissue, also those vibration guns. A really good horse physio would suggest something I’m sure.
Not healing completely could be due to a seroma, is there anything leaking from the wound?

No, it just looks like a postage stamp sized graze that's not healed yet... But has looked that way for 2 months without significant change. Was initially a lot bigger and deeper (sarcoid site) .
Have now had a chat with a good body worker but she said she'd likely need several treatments to realistically do much more than I will achieve with twice daily hand massaging... Which would quickly add up to more than her value... ? Odds are she's life limited or at least will never do what I want, depending on how the most recent sarcoid responds.
