Mane and Tail bags - what fabric to use?

As title says really, what's the best fabric to use to make these? I know waterproof is definitely essential, breathable would be a plus but I've googled to find a list of fabrics and no such luck.

So those of you that make your own or just know about fabric, suggestions would be appreciated.
