Map showing imported Rumanian horses in last 2 months

Surely the important bit is:

our previous overall conclusion that there would be a low likelihood of the introduction of EIA to

and the lack of other horses showing symptoms!

Exactly--but has DEFRA confirmed yet that the horses leaving Rumania did so with negative Coggins Tests?
 
It looks like there are 3 tests for Coggins, 30 days apart. So present, plus 30 and plus 60. A negative first test is not a conclusive negative, so the horses may well have tested negative to start off with, but positive at 30 days plus. This also explains why the disease was only identified after the horses had been in the country for 30 days. All in all the system seems to have worked really well, which is a massive surprise.
 
Both the USA and Canada insist that all horses exported from them undergo coggins tests and a 30 day quarantine BEFORE they are allowed to be exported, such sensible measures ensuring only health animals are exported and enter other countries!!!!

That sounds sensible as long as you trust the country where the tests are being done.

What are the export requirement from Romania?

Oh, did they not have one? I missed that bit. I thought they were clear on the Coggins test, but then came up positive on the 30 day repeat test.

The other option is that they may have been originally exported for meat, but then re-assigned as riding horses in Belgium. Would Belgium have a requirement for Coggins prior to export?

This is more than likely what has happened, unscrupulous dealers buying meat horses (at meat prices) to then sell on - they then bring them in through France and ship them here. Because of current TPA regulations, they do not need a health check of ANY kind!

You are quite right, EIA is not endemic to Belgium, it more than likely came into Belguim via the Rumanian horses, whom I suspect where initially intended for the meat market. This market is huge with dealers buying in lorry loads of Rumanian meat horses to sell at hefty profits in this country. They mostly ship them in through France, but it seems that these came in via Belgium, as Belgium is not part of the TPA agreement, all these horses should have had a current health check before export, I very much doubt that they did tbh.
 
Just to point out - people have been saying that horses bound for slaughter from Romania do not need a Coggins Test but that is not correct - the exemption is for horses from outside Romania entering Romania for slaughter in Romania. (see link above)

So either they had a Coggins test clear on leaving Romania and the 30 day test showed a problem in the UK (which makes sense with the dates of import and testing), or someone exported them illegally from Romania wihout a Coggins.

Either way, the UK system seems to have worked pretty well (surprising as that seems!!!).
 
Worked well in this case however, the map does not show for obvious reasons the ILLEGAL movements of the ILLEGAL transporters bringing horses/ponies back and forth from ireland/uk/eu and vice versa.

No paperwork will exist as they say 'should they be stopped at the port of entry' unlikely as well if not using dover, these horses are from france gov'nor!

We have a ticking time bomb here

I am still waiting to hear if these horses left Romania legally
I think there was speculation in foreign press that health certificates may have been falsified but I have no reference for that sorry.
All DEFRA are saying is that legal exports should not be of any concern or likely to cause a disease outbreak.
