too big for my horse

I hope someone here can help.
We have a previously built menage at our home, but it floods whenever it rains heavily.
I've told the landlord that I will do some of the work myself, as the girls on the yard are fed up with it being out of use.
The existing menage will be stripped of all it's material. (I don't even know if it has any form of drainage in it at all).
I can take care of all the levels of everything myself, but I'm unsure of what materials to use, and thickness of layers etc.
It's approximately 60x40, on high-ish ground shouldn't need too much work. Just replacement of all the entire suface materials.
The landlord has his own men to do the labouring, so I'm not looking for a contractor. Just a bit of advice, as I will be managing the engineering side of it.
I have experience in road construction, but not a clue about a horse school.
