Menage - drainage problem?

We've recently constructed our own 40 x 20m menage with a sand and rubber surface. It doesn't seem to be holding any water in the sand so the surface is riding very deep. Although the top layer of sand is dry the top 2" on top of the membrane is damp. It also seems to be draining too much. Would really appreciate any suggestions that anyone might have?

Afternoon,

After rebuilding my outside school (manege ) , with herringbone drainage etc with sand and rubber surface, we found the surface became very dry during the summer months and would ride deep.
We added 'Clopf' which you can get from Martin Collins and mix it in with the sand and rubber and the surface is near as perfect as I would want to be able todo.
The surface hasnt ridden deep at all after this
