South Downs National Park and Hampshire County Council have ruined this legal bridle way by covering it in ungraded recycled railway ballast containing sharp stones, bits of metal and debris. They have also cut back the trees, given the track a road camber, and widened it from 1m to 4m. They want to turn the bridleway into a byway.

who are fighting to get the stones covered in limestone fines that horses can safely go on, but the Council have only done a bit of piece meal coverage, saying they will do no more. So to get to a ridable bit you have first to go over the stones!
Has anyone had any experience of this sort of thing before?
Meon Valley horse riders are losing one of their only bridleways, where previously you could safely canter and enjoy the beautiful countryside.
